Baby Samuel had been diagnosed with spina bifida, a defect in which the developing foetus' backbone and spinal canal fail to close. The defect causes disabilities including paralysis of the legs, incontinence, learning problems and hydrocephalus, the accumulation of water on the brain. Still too small and fragile to survive outside his mother's womb, Samuel underwent a risky and unproven procedure on 19 August 1999.

Because he was so young, Samuel could not survive outside his mother's womb. During the procedure, surgeons remove the uterus from the mother, drain the amniotic fluid, perform surgery on the tiny fetus, replace everything and put the entire package back inside the mother. The procedure on Samuel took about an hour.

When his tiny hand slipped out of the incision in his mother's womb, Dr. Joseph Bruner, Samuel's surgeon, slipped his finger into the baby's fist, and a USA Today photographer (Michael Clancy) snapped a picture.

3)	Water is not released by Odisha Govt because of political conflict between Chhattisgarh and Odisha Govt
4)	No development of Jorranalla stop dams due to which water travels back to Odisha

What we can do
1)	Raise voice so that Govt understand the importance of  environment and our love for Chitrakote
2)	Share the issue wherever you can, social media, blogs, newspapers etc.
3)	Contact local administration and politicians and raise your concern.

What is the way forward, suggestions by @unexploredbastar team
1)	Start with your own. Use less water and don’t waste water.
2)	Chhattisgarh Govt should initiate the talks with Odisha Govt and resolve the water sharing pact 
3)	Stopping Illegal water uplifts by the people/farmers/factories 
4)	Stop dams should store the water which is required just in case of emergency like situation (droughts)
5)	Jorranala stop dam work should start and finish as early as possible
6)	Local administration should rework their irrigation plans and demolish the stop dams wherever it is not required
7)	Immediate release of water so that nearby villages are not impacted much and the glory of Chitrakote waterfalls is back
8)	Water conservation, water recharge, water recycling plans should immediately begin, not in hurry for this year but long-term planning should be made for future so that it doesn’t repeat
9)	Revival of small streams and tributaries 
10)	Plantations 
11)	No irrigation and construction should be allowed in the natural paths of river, small rivulets and streams
